off-route obstruction-clearance altitude
An off-route altitude that provides obstruction clearance of a 2000-ft (600 m) buffer in designated mountainous areas and a 1000-ft (300 m) buffer in nonmountainous terrain. It may not be possible at this altitude to receive signals from ground-based NAVAIDs (navigational aids), ATC (air traffic control), and other communications agencies.
